Arid areas are more drier than semi arid with the latter mostly located around the margins of the former (arid) ,eg Sahara (arid) & Sahel region (semi arid)

Arid regions are mainly associated with deserts, but some polar areas are dry to with water locked in ice

Features (Arid)
-Less than 100mm of rainfall
-Dry air (low humidity)
-Mostly sandy & rocky
- xerophytic plants dominate e.g Cactus
-Hot during the day but very cold at night due to lack of cloud cover (rapid heat leaves the ground without cloud interception)

Semi arid share similar characteristics with slightly increased rainfall, humidity, plant cover

You question 2 is not very clear
Do you mean, How arid regions affect development
